The challenge
Every Italian municipality has to divide its territory into noise classes, each with its own permitted noise limits. The noise zoning plan then guides planning decisions, permits and inspections. A small mountain municipality can rarely do this technical work with its own staff; for a provincial capital such as Pordenone the difficulty lies in the number of noise sources and land uses.
The approach
The work began with the Comunità Montana della Carnia, for 28 municipalities under a single assignment. A single award followed for 9 municipalities of the Comunità Collinare del Friuli and 19 of the Comunità Montana del Torre, Natisone e Collio. Then came the assignments from the municipalities of Buia, Majano, Muggia, Morsano al Tagliamento and Pordenone.
The method was the same for every municipality: project management, liaison with local offices and stakeholders, organisation of the field noise measurements, drafting of the plan and quality control of the deliverables.
The result
61 municipalities, from Carnia to the Friulian hills, from the Natisone valleys to the Collio, from the coast at Muggia to the plain around Pordenone, received a noise zoning plan prepared by TT. All 61 are shown on the project map.
The technical director's role
The technical director, RafDouglas C. Tommasi, P.E., PhD, was project manager and appointed noise professional for all the assignments.
